I had the same encounter today.  He knew my home address and said that the IRS had sent letters to that address twice.  He claimed I owed about $3,000 in back taxes.  He read from a supposed affidavit that the IRS had prepared but not yet filed and said that they were going to go to court later today to freeze all of my assets.  I got suspicious when he said I could not pay by debit or credit card but needed to go get the money from the bank.  He tried to have me walk to the bank while on the phone with him.  I googled the number, saw it was a scam, told him that I see the BBB entry warning about this and he hung up.

I called the number back, and he started right over asking who he was speaking to.  I told him it was the guy he had just been talking to for twenty minutes.  He angrily said, "You wasted my time," then responded to my questions of him with "Lalalalalalala" and then hung up.  I am enraged.

Agent names: Mark Richtor (on my voicemail) and David Cook when I called back, but both sounded like the same person.

Same drill...claimed he was with IRS investigating tax fraud on my 2008 & 2009 income taxes. I interrupted his diatribe to inform him that I had begun recording our call on my end as well. He claimed he had no problem with that but then quickly hung up. Hopefully that was enough to put me on their Do Not Call list.

This particular IRS scam is working out of a Pakistani call center. Time for NSA to get on this job.

Call from Mark Winter with the IRS.  Asked to talk to my husband who  was asleep.  Said it was a tax fraud case and he should call the investigator David Cooper at 202-506-9240.  Would not give me any information.  
Indian accent. Checked the number on this site, has to be a scam. Checked the number on my phone that made the call and it was the same 202-506-9240.

I received a similar message from someone with strong indian accent named David Cooper.  It followed by another call that was a recording from Sara Lopez that wanted me to call 888-392-8363.  At first I was taken back by the two calls; but after checking the numbers on-line and saw everyone's message, I felt relieved but really angry that there are people out there doing this and getting away with it.  I also checked with my tax consultant and he assured me that this is a scam and IRS never calls people and only communicates through mail.
