They said I was approved for a loan from 1000$ up to 5000$ or even more. I really did apply for an online payday loan and after I filled out the application they put my app in like a pool of lenders. It could be how they got my number. But I think its a scam cuz they wanted to put money in my account then wanted me to send them 200$ back but they did say that they would give me the 200$ extra. They said they did that to make sure I'm who I said I am for security purposes. I don't know. I didn't do it of course but I still don't know of their legit.

As you say, the IRS does not initiate any legal action over the phone. Do report it to your local law enforcement agency. The scammers use voice over IP lines (magicjack (Ymax corporation). This is always against the company's terms of use and can lead to termination of their contract. However only law enforcement can initiate the contact if you yourself are not a customer. Ultimately this is a case for the FBI legal attache in Islamabad. If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction (and the NSA can finally be a force for good).
I don't get what the scam is. I called back and he used called ID and then hung up on me. I tried to call back several times and each time he picked the phone up and the hung up without saying anything. The only thing I can figure is he is looking for someone that sounds old to prey on.
Just received a call from this number, a recording saying they were from the IRS. I called the number back, blocking out my number. A man answered, I asked him who they calling and what the call was about. I could hear other people talking in the background. He hung up the phone.
Very weird. Also said it was from IRS and when I called back he argued with me about how I said "called" and then asked me if I was Jamaican. Validated my name and # and then "don't call here again, [***]"...what's the point
