The number that I was called from was 559-386-9701. They left the same message about a lawsuit and the same threats of arrest and freezing my assets. Was a little rattled at first since I was on my way to work and it was too late to call the IRS and confirm any of the allegations. A lot less worried now. And I will be reporting this to the IRS and any other authorities that need to know.

it's a shame law enforcement or for that fact the real IRS can't control this scam
