The phone number is occupied by the DC headquarters of Environmental Working Group, an apparent nonprofit research entity. Its site suggests various methods of donation, one of which sets up monthly draws from credit cards. I don't see any obvious trickery there.
I infer that Ms. Tomasso thinks she is communicating with either EWG or some fraud shop spoofing its number for some strange reason. We have to stop assuming that every confused 800Notes user is aware of the name and nature of this site when loading it.
I suggest that Ms. Tomasso should learn how her browser works and pay attention to URLs before launching complaints.
I can imagine a one time donation of 5 bucks turning into a monthly contribution that was not authorized. Poster would need to contact the organization to stop the withdrawals.
