My mother-in-law got this same call. They wanted her to sign up for a home security monitor in order to receive her winnings. You're right. It is a scam.
This guy was really "genuine" saying that he worked for the Washington Consumer Affairs and wanted to let my elderly parents know that they had been mailed twice, a letter from US Sweepstakes Network, stating they had won a significant amount of money. He didn't want them to lose out getting their winnings and therefore was calling. They were supposed to call US Sweepstakes to verify they got in the info on winning. He gave them a claim number and told them to get in touch with US Sweepstakes and then call him back. He gave them his name, James Collens, and his number to call him back. My parents have been receiving sooooo many scam callers....it's awful. This guy really sounded real.

This number called and said he was an OFFICER with the "U.S. Consumer and Regulatory Affairs" in Washington, D.C. He said his name is Charles Blake and to call him back at phone number 202-759-9122 (his direct line). When we Googled that number, it says it is registered to a Niki Goodacre, Luke Ave SW, Washington, District of Columbia who is a 18 year old artist at DeviantArt.com. We have notified her that he is using her phone number. I had my mother call back from her office (a 30 year forensic expert). When she called the number the recording says "NEW" Department of Regulatory Affairs" and push "1". She did. They stated that they are the UNclaimed property division. She then tried to call the REAL department who is CLOSED today due to inclement weather. She then called the "NEW" (fake) department back and told them that. Their reply? "Well, we are a different office, we are not exactly the same". She said, "Stop scamming people or you will go down". The guy said nothing; she hung up. She then reported it to the REAL department.
Same thing as JVP above except, when I told him I reported him to the feds, he called me a "Piece of [***] HOE". I highly doubt a REAL government office would do that - even if they wanted to :)
Something has to be done to stop them. I thought that's what the "Do Not Call" list is for - that is government run. Figures, since when does the government really even look out for us? If it was THEIR wife getting these calls, the guys would be bagged & tagged by now.
