"Hello we have been trying to reach you. This call is officially final notice from IRS Internal Revenue Service. The reason of this call is to inform you that IRS is filing a lawsuit against you to get more information about this case file. Please call immediately. Department number 202-821-4812. I repeat 202-821-4812. Thank you."

I called that number and could barely understand the accent, asked for someone who spoke better English and was denied.  Said he was agent David Brown with the IRS and that we owed ~$2900 due to errors in tax returns.  Said he could have a cop at my door and be arrested within one hour in the morning.  I told him 'I think you are full of sh*t', he replied 'you are sh*t' and hung up on me.

See also all the remarks on this site under phone number 5854660174, that is how I got here on search of 'IRS David Brown'.  These scams are fairly obvious but I'm sure they get away with it on other immigrants and the elderly.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances- amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). I got one of these calls, and they use several different phone numbers but I got one from this number 202-821-4812, and also from 301-892-8407.  Saying this "Hello" we have been trying to reach you, The IRS is filling lawsuit against you.  Then I got a call from this man, John Bartner Office of IRS, saying if you don't return the call I wish you good luck in your legal situation.  Like really?  I had to laugh at these phone calls, I knew they were scams, because not one of these callers would acknowledge that they were trying to reach MR. and Mrs. So and So, they never mention who they are filing a suit against, and they never mentioned a case number.  I hope you get these phonies and prosecute them to the fullest of the law.
