Who called from 2028641292

Received call yesterday, July, 9, 2014, approximately 3:32 p.m.  Caller did not leave his name, but referenced a matter between myself and the IRS.  Caller requested a return call immediately.  Without the caller leaving his personal name, I am hesitate to return the call; however, I have attempted to return the call, only to receive a busy signal.  I am trying to find out if the call is legitimate.

There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail FIRST.

Just got a call from 202-864-1130, left nasty message if I didn't call back well then "good luck to you", threatened I better not ignore the call...

Ignore it,its nothing but a scam to get $$ from you! They are a fraud, NOT the IRS.

Received call from this # (202 864-1292)
stating he is Peter Spencer from Federal IRS to forcefully recover tax amount o/s under my name.
