It's legit, really Jill Stein's phone bankers. Some are better at it than others, that's why there's complaints.

Thanks to everyone who identified the calling organization. I made a donation to the Stein campaign and haven't given my new phone number to many people or organizations yet. I won't even give an organization that I support, such as the California Green Party, any information over the phone, however. I'll stick to the Internet.
It's just someone phone banking for Jill, If you like her they want you to go to her page and contribute, same thing all the candidates are doing, Bernie made it popular again, old school/new school politics, get used to it, it going to get crazy, as the time nears.
I didn`t answer. When listening to the message
It was mostly indistinguishable background noises & talking. Thought I heard: "This is Martin ___ from Val Kirie, and I`m calling about hearing loss." It was so quiet, I may have misheard all of it.
If it is Jill Stein, I`d prefer that they leave a message, so that I can recognize it and add it to my address book, so that I can respond (when I`m not at work).
