The joke is on you since you clearly have no clue as to what calls are and are not covered by the DNC list. Survey calls that do not lead to a sales pitch or are not done to qualify you as a sales prospect for a 3rd party are exempt. In general only sales calls are covered and even those have exceptions such as having done business with the company in the past 18 months.  For a full explanation you should go to the DNC website and read the Information for Consumers page.

No, the joke's on you if because the caller ID says "survey" you think it really is a survey.

Mike in MD is right about survey's. While they can still get into trouble if they do not place you on their internal DNC list when asked though, they are still exempt as a ROT. But if it isn't and it is a spoofed CID, then of course it isn't exempt. Neither are Survey's that attempt to sell goods or services at the end of the survey no matter how much they say they are not.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $40.00 or less. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Report your callers here if they continue to call and harass:

Scam Buster
You would be right if the calls were from legitimate survey people or companies. This is just the old credit card scammers trying to get people to either answer their phone or to find out if it is a live number. Reporting these calls to any agency of the government is a waste of your time and tax dollars. The number they call from is a spoofed number and is untracable. Non of the agencies receiving reports on these calls has the ability, time or staff to try and chase these scammers. I used to have boxes of replies from the FCC that had to be printed and mailed, using up tax dollars, until I finally realized reporting was doing no good. I finally got a call blocker and now only hear from them when they use a new/different number. Then that number goes on the blocked list.

Since the poster I replied to did not answer the call, she had no way of knowing whether or not the call was a legitimate survey or not. Far too many people, probably you as well, have an unrealistic expectation of what the DNC list will accomplish since they did not read the Information for Consumers when they signed up. The vast majority of complaints about nuisance calls reported here are for calls not covered yet they invariably state "I am on the DNC list" clearly expecting that it would apply to all unwanted phone calls when it applies solely to sales calls or calls qualifying you as a sales prospect for a 3rd party and then not always.  It does do exactly what it was intended to do very well and that is limit unwanted sales calls.  Nowhere was it ever stated or implied that signing up would eliminate all unwanted calls.  Expecting it to do so is born of ignorance or wishful thinking.
