You can if you have an Androide cell phone. The App is called "tcallBlocking". There is a free version in which you can block up to 3 ph. numbers and then a full version that costs $2.00, allowing you to block unlimited numbers. I just bought the full version to use the wild card. By using the wildcard, you can block an entire area code by entering <206*>.
I have been getting the same calls from various different "206" area code numbers, so I found this App and it has been working for me.
Received call on my GOOGLE VOICE number about 1 hour ago from this number. As usual, they never leave any message. ADDED TO MY BLOCK LIST.

I received a call that left no message. I also received the not in service message with an accent.
For the years that I have been using 800 notes, I have appreciated people noting that they have received calls and what information they have found about them. The site has no authority and claims none. No one is likely to fix these problems anytime soon either.

Call at 6:18 pm from this number. Nobody on the line. Hit *69 to trace. Will not call back, but there have been several hangup calls over the last couple weeks. I too am on the "don't call list". So what is the scumbag's angle? How do we arrange a little visit from the law?
Received this call for the first time today. Didn't answer. I live in Canada. Coincidentally I visited Seattle last week. A coincidence? Or someone stole my phone number while I was in Seattle?
