Said his name was Ernie and he was responding to my inquiry on affordable health care. I told him I never made one and hesaid it must be old and I said unlikely Ernie, nonexistent inquiry would be more likely ERNIE.
He apologized for bothering me and that was that

I'VE BEEN GETTING CALLS EVERY SO OFTEN FROM THIS NUMBER AROUND 2:00PM MONDAY - FRIDAY (WHEN I AM AT WORK) FOR APPROX TWO MONTHS NOW - I NEVER ANSWER & NEVER WILL - IF ITS IMPORTANT THEY CAN LEAVE A MESSAGE
I got a call from this number today. I didn't answer it.... I have registered on the DO NOT CALL list 2 times and still get BS garbage calls. Then the phone number 815-553-2798 and hour after I didn't answer the call from this number... SCAMMERS!!!!!!!!!!!
