ok, so I received call from 206-569-4739. I knew immediately this was a scam. two months ago they called with an area code from California. They do claim to be from the IRS and if you don't provide them with any info, they start to get rude. He started to tell me inappropriate things about coming to my house and what he was going to do to me. I continued to mess with him because the longer they are on the phone with me, the less time they have to take advantage of someone who doesn't know better. He then told me he was from Pakistan and that they were going to bomb the US in one year. How terrible Americans were and lots of horrible things. I told him how does he know all Americans are bad? What if I said all Pakistans were bad? Surprisingly, after 5 minutes of discussing this, he told me the truth. That he is in India and they use MagicJack service so the numbers can never be traced. He told me his real name which is Suchch and even spelled it for me. Told me how where he is, there are hundreds of call centers who call Americans to try to scam them. That he goes to college during the day and he took this job to pay for school. He even apologized to me for saying the things he said. He told me his city, but with his accent, I couldn't make it out. I asked him if he could take my number off the list because I know in a few weeks, they would call to scam me with another number. He told me he would if he could but he doesn't have the capability to and his superiors would have to but they probably would lie and not really do it. I talked with him for almost 30 minutes. Told him he needed a job that would make him sleep good at night. 30 minutes with me meant 30 minutes he didn't have to scam someone else. I was not expecting him to be honest with me and to actually have a "normal" conversation with him. He explained how where he is, call centers are one of the only options for jobs and he knows how bad it is to scam people.
They called my home and also said they were filing a lawsuit on behalf of the IRS against me. This is false. The IRS owes me money so there is no reason why there would be a lawsuit against me. It is amazing how much these scams try to get away with.
There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.
USA tax payers should read this:

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
