Common loan/grant scam. Hang up and block the call. Upfront fees for loans are illegal in most US states in any event. These are scammers from India and Pakistan. Ignore them. There is no loan/grant.
If you pay them, you will never see your $299 again
If you pay them, you will never receive the $1000
If you give them a credit card or bank account number, in order to pay them the $299, they till probably red line the card or clean out the account, too.
This is just the high-tech version of the "pigeon drop" scam, that has been around since at least the 1950s

Received a call from this number. Loan/grant scam. I added this number to my block list. The only reason I answered was because I recognized the area code.
