female robo-voice claiming to be from IRS. Final warning that IRS has filed a law suit. Assumed it was a fraud and if the IRS thinks I owe them money, they have more effective ways to get to me. I am wondering if this is in any way related to the IRS data breach from a free months ago?
It is not at all related. Just a group of criminals in a foreign country calling every number in sequence hoping to catch someone naive enough to believe their lies.
Report the Calls to the real IRS here:

•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
On 10/22/15, I received a robo call claiming the IRS was filing a lawsuit against us and saying we could call 206 973 7888 for more information. Thanks to for your helpful posts, I know not to inquire further about this.
