Who called from 2096907807

i get a call everyday 4 times i just anwser and hang up the first time i told him learn to speak english then call me back such scammers

I have been receiving 20 calls a day plus texting. I have put atleast 30 numbers on call block. Some of them are not even phone numbers. Which tells me they are ficticiously creating/changing the caller id. (illegal since 2009) These people have no honor, or morality. Ignore them. If anyone knows a way to report them let me know.
