First thing I do is report them, if I don't pull up the signs myself. I post the phone number here so if someone receives a call from the number listed ... they will know who it is (and the unethical things they do).
This company placed an bandit advertising sign next to the highway. Came across it near Blanco, TX on RM 473 ... and removed it from the tree it was nailed on. Litter your own property, not the highway!

You should have reported the sign to the appropriate authorities ... not posted your feelgood statement here, in a telephone complaints site!

Check with the city/town in question to see if they have local laws or ordinances covering road-side signs and bills placed on public or private property without a permit or permission.
Some locals make some pretty good coin fining the individuals or companies that place the signs/bills.
