Had a voice message from an "IRS Officer Cartwright" telling me that somebody at my address is under investigation. The caller had a rather heavy Scandinavian accent therefore it is difficult to understand the entire message. Asked me to call back at 210 390 9161. This made me suspicious. Since I have caller ID blocked, I called back and was let to some voicemail box by some phone company I never heard off. (Sorry forgot the name and don't want to call again)

Do consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
