Just block them....if you have an iphone go to the list of recent callers.....you will see an i to the right of the number....click on that and scroll down.....you will see "block contact"....click on this and they will not be able to call you again....
When this call came my cell phone was in my pocket. When I opened the phone a message was already playing about getting my interest rates lowered. I do not have a single thing " to get rates lowered on" so I do not know why they called my "do not call" phone number.
I also got a call from this number at about 115. I too do not answer calls I do not know especially if the number says unavailable. Unlike some of the other callers I do have a relative that lives in Texas so I thought that it might have been them, but I called someone who has this person's number and they did not match.

I answered heard a women's voice talking bout my credit card account (I don't have any) pressed zero got a hold of "Tim" told him to remove my number but the little twerp hung up!
