This number is calling my cell phone almost every day,, sometimes more than once a day.  Some lady speaking in hebrew, which I cannot understand

Many unwanted calls on my cell from 212-554-9999 speaking Hebrew.  Messages even left when I don't pick up.  My cell number is on a do not call list.  How do I stop them?????
