SPAM, I am on the Do Not Call Registry. Said they could lower my interest rate on my Credit Card. SPAM

This number appeared on my caller id, don't know who is calling. Please don't call me, I'm in the do not call list registry if you are a telemarketer.

Just received a call from the same number. Rejected and did not get a VM.

Automated voice mail. No company name given. Scam

I just received a call - caller id showed #212-854-4894 and said Columbia University.  Didn't answer as I know no one from the NYC area, much less Columbia.  Voice mail left said they were calling to "lower my interest rates" - obviously not from Coiumbia.  Is this legal???
