whoever this is calls at least once a day and doesn't leave a message.  very annoying.

I dialed 213/256-0069 and an automated message identifies this as a fundraising effort for political or charitable organizations.  It also provides an option to have your number added to their do not call list.

This person keeps calling me . I don't answer I let my machine pick up . I get a call from them a lot . I am going to put them on DO NOT CALL . gov .

This is the California Republican Party.  If you call back the number they give you all the details including their website http://CA.GOP.ORG and their do not call number 855-408-6954.  You can call this number to get your name on their do not call list.  I hope this was helpful.
