Might I suggest answering and then speaking VERY softly.  If you have to, act like you have a medical problem so they have to turn up the volume on their end. Once you are sure they have done this and have the phone tight to their ear, blow a police whistle into your mouthpiece, or a canned air horn.  Just think of the look on the lawbreaker's face!

These solar parasites call me constantly at all hours.  I am so sick of them.
