**SCAM ALERT** This would actually be funny if there weren't people that fell for it. THIS IS NOT THE IRS!!! The IRS will NOT contact you via phone without contacting you through mail first. The IRS does NOT have a noisy call center with heavily accented representatives. The IRS does NOT have a direct number out of LA! Do not answer calls that you don't recognize and if you do, do NOT give them any personal information.
Would a call blocker be of any use? Obviously, an answer on your end is required for them to have a chance at anything. If these idiots are able to leave a threatening message or directly to you, they'll likely gain confidence the right threat will do the trick and continue bothering you. But if you can let your phone ring with mystery numbers, they may start seeing your number as a waste to mess with.
