Most likely you answered a previous call from them, and they were able to obtain your simcard number. They then deleted their simcard number and replaced it with yours. This allows them to make calls and have them charged to your account.
Contact your network provider to tell them what happened and dispute the charges. They will probably send you another simcard. If you have bought anything or done your banking using your phone, you should also check those accounts for unauthorized debits, just to be on the safe side.
(Continued) You will also need to find out where the call was made. For example, if the person was far away from you, and you can prove by a previous call that you were not in the area, then they will know that the call was fraudulent and they might be able to find out the number the call was made from. From there, they can contact the scammer's provider to have their service shut down and have them arrested.
