Oh - I just searched for it online and it came up as "Level 3 communications" along with a LOT of other numbers listed as Level 3 Communications, so yeah, it's a telemarketer.
Caller ID says "Los Angeles CA", calls at 3:30pm on a Sunday afternoon and leaves no message. I am on the do not call list, so I am reporting to the FTC.
