This # called and my caller ID showed a long VOIP # (V51813034500068) as well as the # 213-785-7681.  Long VOIP numbers like that are usually telemarketers, and when I didn't pickup they didn't leave a message, so it must be telemarketers, so I went ahead & blocked.

Oh - I just searched for it online and it came up as "Level 3 communications" along with a LOT of other numbers listed as Level 3 Communications, so yeah, it's a telemarketer.

Not necessarily. "Level3 Communications" is a telephone service provider, like ATT, Sprint, Verizon, Time Warner, Comcast, MetroPCS,T-Mobile, etc...
