Received a call on 5/11/16. Normally don't answer calls if I don't recognize the number, but I have family and friends in Los Angeles so picked up. The scam language started immediately, but I interrupted by asking why a New Jersey offer was coming from an LA number. The caller said that she was actually calling from Florida, but that she had no control over "the distribution of the phone number." I said, "This does not sound right" and hung up.
Well the numbering system in it is valid. Do you mean that it is being spoofed? Perhaps the number isn't assigned to anyone right now but it could be in the future. How is an independent website like 800notes supposed to keep track of each and every number that goes in and out of service?
