I think it's part of a VOIP tumbling program. People set up computers and just randomly dial numbers to see if they are active or not. It's my understanding that they use it for fraud and pyramid schemes. I just don't answer numbers that I don't know. If it's someone i know, then they will leave a message. If it's important and it's from someone else, then they'll leave a message, too.j Never answer numbers that you don't recognize. I have calls from all over the US because they use whatever area code they want. VOIP is capable of a lot of things.
I tried masking my number and calling it back. It rang twice and then gave me a fast busy signal, the kind you get when calling a pay phone sometimes. Not set up for incoming calls, or a fake number that isn't actually in service.
