After a little research, it appears that this number is from the American Heart Association and their AHA Volunteer program.
Follow my lead as shown below in this email that I sent to their inbox, and lets bombard them with our desire for them to quit their assault on our phone lines:

Dear American Heart Association, Numerous people have posted online regarding unsolicited calls from apparently your AHA Neighbor phone number 214-310-0729. This number cannot be called back in order for anyone to request to be removed from your company’s unwanted call, and often in violation of the National Do Not Call Registry.
Please cease and desist this line of attempted communication. While I support your organizations purpose, this call is annoying and unwanted.
I am posting your company direct dial 800 number, and your
[email protected] email address for others who are harassed by your calls to also contact you to request that you cease this incessant calling.
