I just got the same call. I answered and said "hello" three times, but no one answered. When I called the number back, I got an automated response that said, "Thank you for contacting us. To be removed from our contact list, please press 1 now. Press 2 now to receive a no-obligation, no cost-reduced payment from federally regulated consumer hardship programs." I pressed one and it asked me to enter my phone number and I would be removed from the list within 72 hours. I didn't trust it enough to do that, so I'm just going to forget about it unless I continue to get calls from this number.
Hope this helped some!
It's most likely a spammer. They record you saying "Yes" after he asks if you can hear him. They then use that audio to sign you up for a service of some sort. I got a call from the same number today with no message.
Thanks for reminding us of that scam! I totally forgot about it. Several years ago some state passed a law allowing for the signing of a contract over the phone via grabbing and saving an audio snippet - the callee just had to say "yes" or "I agree."
I now remember why I trained myself to answer questions like that with "no" or "maybe" (depending on my mood). Or sometimes "wah'daa yu want?"
