Calls my cell every day. Hangs up. I want to get these folks tracked down and it sounds like I'm in good company. There must be a way to identify them ... right?
For the last 4 days who ever this coller is being a pain in my A,h,
how can this "colling"to all this people be stop?, and why the law don't doo anything about it, and this "caller" is geting away with it.

Global Crossing is the local exchange carrier.... (I work as a telecom engineer) (http://www.area-codes.com/exchange/exchange.asp?npa=214&nxx=452)
I am also getting calls repeatedly, and when i dial the number back, it states it is disconnected. I do not think this is a telemarketing company who would normally use a predictive dialer, as they would not continue to disconnect the call when answered live. My guess is this number is being forced as the ANI for another Carrier that is using this as a test number or some other unknown reason. They are forcing this ANI across as the caller ID most likely to avoid intrastate/interstate charges. The best thing to do in the intermediate would be to contact your local exchange carrier and have this number blocked.
I'm pretty sure this number is connected with another number that does the same thing repeatedly. Go to google and look up 513 217 6631. It follows the same pattern as this number. Does anyone ever get the calls that say "ID Unavailable" where it just hangs up as soon as you answer? like I said, I'm pretty sure all of these are related.
