Yes, sadly that is true. I  can only hope that some day society can find a way to prevent frauds from relearning at a faster rate than their victims. At this point, I fear that time is a long way off.
I guess all we can do is try our best to help the naive and the innocent. We may be just a drop in the bucket, but to the frauds we catch, drops can add up to "Water-boarding". And, to be honest, I love torturing them.
