Spam call.  For those concerned about getting these calls, you can file these types of calls with the FCC and the DNC:

Don't waste your time, complaining to, or even registering for the DNC is totally useless, I have gone down that road and still can receive several calls a day.

The FCC isn't going to do anything about tese annoying calls.  Call your local phone company, they are the ones that are giving them phone numbers

Got a call, no voicemail though. Not the first time.
