I just received the same Carlos wanting to give me a discount on my PEPCO bill.  When I said WHY and who are you representing the salesperson hung up on me.

Finally the sales representative comes on the line, the sale representative presents himself as an agent for PEPCO out of Houston, TX.  OASIS CS is HQ'd in Houston, TX, according to the sale representative. Calls from this number come everyday and up to three times in a day. The company does not use or have a functioning do not call list.

I called this number and requested to be placed on their DNC list.  They apologized, said it was Alesis Energy co.

This is surely a scam. They claimed to be from 1&1 Internet and wanted to "build me a web site".
