You "see no logic" because you don't understand or haven't taken the time to learn how the calls are made or why AT&T cannot legally automatically block them. AT&T can and does offer you a call blocking technology, which you have to take the time to fill out the numbers you want blocked. You can also buy a call blocker. As to the business model, try looking up "autodialers" or "robodialers".
I have the 20 numbers blocked that AT&T allows me to have. I filled that up in a week. The lack of logic is why would the scammers change numbers to call someone that has blocked them and proved that they don't want to be bothered. We should have a call list where you opt in to be bothered. I wonder how many people would sign up.

" Yes that is exactly what that person is saying. They can pick an area code, a prefix, and call every number in that given area. They can set the dialer to keep repeating the numbers until someone picks up. "Even though the people aren't buying or falling for their scams ? " How do you know that people aren't buying or falling for their scams? You don't know that, but I would say that someone must be otherwise they would move on to a different scam. Someone is picking that phone up that is for sure. "Bill" just admitted that he did. Remember they don't know why the phone isn't being answered. Also, take into consideration that they only have X number of scammers to answer phones, yet the dialer will dial maybe an hundred numbers at a time just to be sure that someone picks up and that those people have someone to talk to. If they sit there and wait, they don't make any money for the head crook. The profit is that it is almost 100% pure profit since they are scamming people.
Once again, taking the time to search the web and actually use it to learn something would have prevented you from making that post, because you would have had the answers instead of making me spoon feed them to you.
Yes, I answer my phone. It is for my personal use and legitimate buisiness . I'm saying if I tell them I'n not interested they try again the next day. Again, after being told I'm not interested ! What kind of nonsense is this ? To continuously call somone who has said they are NOT interested. Then they call from another number after I block them. Do they think that if they keep harassing me that I will change my mind ? I cannot repect a Salesman or buisiness that uses these tactics. What a way to make a living...
