Who called from 2317519082

This caller called my private cell at 9 AM this morning.  Given the volume of complaints on this site, I knew better than to bother with answering them.  Could it be this caller is just "dialing for dollars"?

Noticing that I'm getting a lot more cell phone spam phone calls now that I use that as a reference number for employment websites. That's a little disturbing. Especially after we;re told they NEVER sell our numbers...!

I received a recorded message about lowering my interest rate. When I selected one to talk to someone, no one answered the call and hung up on me.

Call to cell. Robocall to lower my credit card interest rates.

Got a call at 9:00 AM PST. No message, did not answer.
