I also received a call from this number. He said I applied for a grant from the US Government, I told him I didn't and wouldn't participate in the scam. I always have a whistle by the phone, blow it into the phone, they won't call back.
Most of these calls are coming from India and Pakistan. Not much can get done unless those governments co-operate. Consider getting a call blocking device or phone.. This is your best bet to stop the calls. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
