The one I received had such a strong Indian accent I have no idea what's even said... from which I guessed it was illegitimate. They threatened to have the police arrest me immediately

The "Federal Investigation Department"?? I think he means FBI. "Take it to the courthouse"?? The FBI doesn't say stupid crap like that, maybe "this is J from the FBI. I have a matter I really need to discuss with you. Please return my call asap, as this could have potentially serious legal ramifications for you". Never, "I'll have to take it to the courthouse". I am thinking about calling him back and playing a little game...
