Did not answer, never do, and always glad I don't. If you say no, to FOP scammers and they are legitimately FOP, they'll send you a pledge card, as if you said yes. BEWARE of any FOP call. Plus, they support candidates I don't. Another good reason not to give. My grandpa was a cop, but he would have thought this to be criminal. My call, from this number, was received 6/24/14 at 7:33PM, EDT. Sneaky to call, with a local area code, on election day, too. I'm sure they think they can snag a few people who think they're getting yet another political call.
There's another cute trick the FOP tries to pull. If you tell them to send you an offer by snail mail because you have to send them a check or that you simply don't donate over the phone, they will send you a envelope with the amount of "last year's donation" written in by hand. It's a clumsy attempt to make you think that, gee, maybe you actually did give them money once, but you've since gone a little nuts and have forgotten all about it. They do this kind of thing a lot around the end of the year, perhaps depending on the general confusion that reigns during the holidays.
It's best never to answer these calls in the first place.
