You can only file a legal suit against them if you can find where they really are.  99.9% of the time these days the phone number has been spoofed and is either completely fake, or the real person it belongs to has no idea they are doing this.  Also many of these calling farms are from overseas.  They could care less about US laws, nor is there much we can do about them....sadly that is.
