I too have received phone calls from the 240 area code number. I am on the DONOTCALL list and have an unpublished private phone # which makes unwelcome phone calls more than unwelcome.
I clicked into the link below and spoke with a person inquiring if they solicited for donations. The answer was affirmative. I proceeded to explain why my number should never have been available and asked them to remove it from their list.
Unfortunately there are too many ways someone can obtain your phone number-no matter how you attempt to keep it 'just among friends', but you do have to option to call the offenders and insist they remove the number; they are legally bound to honor your request.

The easiest way for them to call your unpublished number is to use an automatic dialer that calls all numbers in a given area code and exchange. That does not require them to know your number and being unlisted or unpublished is no protection against those systems.
I am so annoyed with this caller. Stop dialing my number or leave a message. If it's a collector, be considerate and leave a message for your call and you may get a return call back. You could be calling a tax payer/bill paying person and the real culprit gave a bogus number to get out of paying their debt... DAH!
The new Panasonic phones have a call blocking feature. It works great and holds 250 numbers. Peace and quiet at dinnertime in my house!!. Worth the $120 investment.
