i think that is anti thief protection system built in mobile firmware or *jar/*sis /cab/ application... it sends informations, about SIM card ( number, operator, country, location ) to the some organization or the mobile operator which have branded the firmware...

to remove this, you need to flash phone whit new firmware and if needed unlock it...
for applications, you need to buy original, or find better cracked version...
