Who called from 2532058340

Caller said it was the IRS.  Scam

Left a voicemail that the IRS was bringing a lawsuit against me. It was a recorded message and sounded like it was pieced together from other recorded messages. As I have no issues with the IRS, I assume it is a scam call and have blocked the number. They then called back from another # 206-801-1834 with the same recorded message. Blocked that # as well.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
