No the FTC is NOT on top of this, nor are many of the state attorney generals. You can call the AGs and they send you papers, but never stop them. Even after many complaints. Even the BBB is rating some of these phone scammers as A, even when there are hundreds of complaints about them online. They need to go up the chain like they do in drug cases and bust every company that allows them to keep operating. That includes credit card merchant accounts and telecommunications companies. Why even have these laws? They sure come down on small businesspeople who break the least little law. Their caller ID says "family" when they call me. That shows they are trying to cheat and mislead. Deceptive advertising for sure.
Called me four times today! They hang up when I talk back to them and dispute that anyone in my home filled out an online form indicating that someone in my home has diabetes. Called the number back twice and the automated prompt lets you press "1" to be removed. Guess that isn't working right...

This call came in with a caller ID that said "family" and the caller (a woman) had a heavy African accent. She asked to speak to one of my family members by name, but when I asked who they wre and why they were calling, they could not articulate an intelligent answer. I yelled at they to never call our number again, and they hung up.
