I just got a call from this number too, saying, "Whoops wrong number." I'm gonna block her. Next time I'm calling back and then I'm calling the police. It's freakin terrorism.
I don't know who is running this scam, but from reading everything here I believe I know what they're doing.
They have a recorded voice, "Oops, wrong number" and a program that goes through every area code, systematically checking every possible phone number combination for that area code before moving to the next and doing it again. Every number that gets an answer goes on a list for selling to telemarketing companies.
000 is not a valid phone number. There was no way I was going to answer a call from a 000 number even if the caller ID said "Publisher's Clearing House" instead of "Out of Area". The only thing valid about ANY 000 number is that it is a scam.
