The caller cannot receive a message you have not delivered. Your remark does not "help identify who is using this phone number", as requested in the header of every number thread. You may have to engage the caller to determine a call source and purpose, which would then facilitate both goals.
Annoying as hell. They call every day. I send them straight to VM and they never leave a message. I really wish they'd get mine, "Your phone call is more important to you than it is to me. You want to talk to me, leave a message stating what the call is about. Not going to answer you blindly and no matter how many times you call, I'm not picking up."
