Total scam. Most likely some sort of debt collection scam. Stupid too. If you were convicted of a felony, you'd probably be in jail or under some sort of probation subject to the supervision of a probation officer. Which has obviously not happened.
And there's this: Why would a judge issue a warrant if you were already convicted of a crime? That's just another element that sounds stupid and makes no sense at all. This is debt collection scam. Ignore these calls and block them. Just a lot of legal mumbo-jumbo coming from someone who is trying to scare money out of you.

Also contact your local attorney general
If they continue to bother you, and you know you do not owe any money, tell them that you know this is a debt scam and that you are making a complaint to the police for extortion. You might have to yell at the scammer and talk over him or her. Once you get a copy of the police report and they call you again , just read out the file number and the name of the PD or Sheriff’s office involved. Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.
Recieved the call today saying he was Chief Barry Williams from Pretrial Services, and that there was a "felony" Judgement against me, that a warrant had been signed by a judge for my arrest. If I wanted it stopped that I needed to call. This call has me rattled. I don't know what he is talking about and I don't live in PA. If anyone knows anything, please help. I feel like this is a scam, but i am not sure

Three robo-dialed calls today. They left one message that was just clicking noises. Cross referencing with the above post, I searched for "Barry Williams 800.notes" in google and there are loads of complaints on this website about a caller by that name. Looks like he got a new phone number.
