Who called from 2810000000

A call from 281-000-0000 has called me 8 or 9 times in the last two days.  Who is it?

I keep getting texts from this number.  Responses from me go unanswered. Now calls in middle of night?

I receive many calls from this number.  One afternoon I answered it and a woman claimed to be calling about a government matter.  She wanted a copy of my birth certificate. Said she was leaving for the day and would call back.  I called the agency in question and they said there was no such call made nor did they need my birth certificate.  This is most likely a scam.

Stating they are from Harris County District Attorney Office??

Keeps calling and hanging up!
