All these types of calls are is tele-marketers getting around the do not call list and privacy manager. Obviously a bogus number, privacy manager will not block it, and you can't report a fake number to donotcall.gov
Not so sure about it being a telemarketer. I just got a call from this number and it was a follow-up call from a report I filed with the Postal Inspector, so I guess it is a gov't outgoing number.
