Well .. not exactly. Here is the citation:
"Are telemarketing calls from overseas covered?
Yes. Any telemarketers calling U.S. consumers are covered, regardless of where they are calling from. If a company within the U.S. solicits sales through an overseas professional telemarketer, that U.S. company may be liable for any violations by the telemarketer. The FTC can initiate enforcement actions against such companies."
The FTC admits they cannot enforce US law upon overseas companies, but can enforce their policies on any US company that employs overseas call centers. The first sentence of above citation is a bit ... optimistic, and must be interpreted as "government speak".
(Your statement was essentially correct, but I wanted to emphasize the inability of the FTC to force overseas countries to obey US laws ... it is the associated US company [if any] that is required to follow the DNCR. Too many original posters in 800notes incorrectly think the CIA or other organization should enforce our phone laws overseas.)

That was interesting and to be honest I have no problem believing people come here to make such comments. BTW, the post on the 555 thread is a riot. I was tempted to answer even though it is nearly 6 years old.
